OP, the reason you got rid of "The Great Depression" when you picked the Fascist side in the civil war is because it created a new country that attacked the United States when the civil war kicked off. You get an extra National Spirit, "New Deal." "The Great Depression" can only be removed by taking the "War Bonds" National Focus. This second time I picked up the facist guy as the first thing I did so that the facists would have a majority for the 1940 election. Which, playing as a fascist, make impossible since there are no elections. However - what I didn't know is that to get rid of the negative effect of "The Great Depression" there has to be an election in 1940. Tried two options, the first time I went along with the options that stayed away from civil war and once I got the option to pass the referendum and change government peacefully I took it.
